The Connecticut Legislative leadership is taking the money we pay on our utility bills to fund our nationally known energy efficiency and conservation programs. This raid is being undertaken in the name of balancing the budget without asking us.

As part of the utility deregulation process in Connecticut, the Connecticut legislature established an Energy Conservation Fund that is funded by you (the ratepayer). These dollars were held in trust, separately from the General Fund until now.

The conservation and renewable energy fund, $109 million, is paid by you if you are a customer of Connecticut Light and Power and United Illuminating. There are 7 towns that currently do not pay into the fund.

Your utility bills have two lines that read:

“Conservation and load mgmt chg’
“Renewable enrgy invstmnt chg”

They clearly do not say tax – yet the legislature wants to take the money as if it were!

These funds are used to implement nationally acclaimed residential and commercial energy efficiency and conservation programs such as ENERGY STAR, new green construction, energy efficient commercial lighting, appliances, electric motors, etc. It also funds programs that help low income customers reduce their utility bills and programs to help businesses reduce operating costs through energy savings -- keeping them competitive in today's marketplace. These programs also help address the volatile transmission problems in Southwestern Connecticut, which will have an effect on the whole state.

Legislature has said – “what the legislature giveth the legislature can taketh away!”

When the legislature passed the conservation statute - the statute said the money was for conservation and renewable energy investment. Now, they want to take the money and use it to balance the budget. This just does not seem right. In fact, the Attorney General says that it is not fair or truthful.
